Setting and Reporting
This
post is located within the Regional Office for Eastern Africa (ROEA),
United Nations Office on Drugs and Crime (UNODC), in Nairobi, Kenya.
The Crime Prevention and Criminal Justice Officer (Head of Criminal
Justice Programme) will work under the direct supervision of the
UNODC Representative, ROEA and the substantive guidance of the Chief,
Justice Section (JS), Division for Operations (DO), UNODC
headquarters in Vienna.

Responsibilities
Within
delegated authority, the incumbent will undertake the following
specific duties:
•
Lead
the implementation of the criminal justice and promotion of rule of
law component under the framework of the UNODC Regional Programmme in
Eastern Africa, including the conduct of appraisal and project
formulation missions to various countries in the region;
•
Promote
the ratification and implementation of the UNODC Convention and
Protocols with governments in the region;
•
Provide
technical expertise and guidance to national and regional
counterparts, field offices, UN Country Teams and project staff in
the implementation of technical assistance programmes and
activities;
•
Establish
and maintain effective working relationships with resident donor
agencies, including the identification and follow-up on funding
opportunities for technical assistance programmes and activities of
UNODC in the area of rule of law and criminal justice;
•
Enhance
the collaboration with other international, bi-lateral and
non-governmental organizations active in the areas of rule of law and
criminal justice;
•
Establish
and maintain effective working relationships with governments in the
region, including the identification and follow-up of programming
opportunities in the area of rule of law and criminal justice;
•
Support
the rule of law and criminal justice related outreach and awareness
raising activities of UNODC;
•
Promote
both with government counterparts and international donors the use of
UNODC manuals, handbooks, guides and other tools in the context of
technical assistance projects, programmes and activities;
•
Establish
and prepare programme/project work plans, budgets, terms of
references and other related programme/project documentation,
programme/project progress and evaluation reports;
•
Coordinate
programme/project activities and implementation, analyze and evaluate
programme performance and progress and promote best practices.
•
Organize
and participate as a resource person in technical working groups,
inter-agency task forces, advocacy meetings, round-tables, workshops,
training and other relevant meetings related to the rule of law and
criminal justice;
•
Perform
other duties as may be required.

Has knowledge and understanding of theories, concepts and approaches
relevant to crime prevention, criminal justice and rule of law
issues. Has knowledge of policies and practices in international
crime prevention including rule of law, as well as the mandates of
the United Nations Office on Drugs and Crime. Is familiar with the
modalities of international cooperation for development. Has
knowledge of and specialization in substantive and functional areas
with very good research and analytical skills. Is able to identify
and contribute to the solution of problems/issues. Is able to prepare
reports and conduct presentations by clearly formulating positions,
articulating options concisely, conveying maximum necessary
information, recommending and defending policy related issues. Shows
pride in work and in achievements; demonstrates professional

Education
An
advanced university degree (Master’s degree or equivalent) in law,
preferably with specialization in international law and criminal law,
is required. A first-level university degree in combination with two
additional years of qualifying experience may be accepted in lieu of
the advanced university degree
Work
Experience
A
minimum of seven years of professional, progressively responsible
experience in project or programme management and administration,
with several years in crime prevention, criminal justice including
rule of law areas is required. Work experience in legislative
assistance activities is required. Work experience in managing
technical cooperation programmes/projects is highly desirable.
Experience in the United Nations or similar international
organization and relevant experience in a field environment is highly
desirable. Qualifying years of experience are calculated following
the receipt of the first-level university degree recognized by the
United Nations.
Languages
English
and French are the working languages of the United Nations
Secretariat. For the position advertised fluency in English, i.e.
oral and written proficiency, with excellent drafting skills, is
required. Knowledge of French is a strong asset. Knowledge of another
official United Nations language is an advantage.

Method
Evaluation
of qualified candidates may include an assessment exercise which may
be followed by competency-based interview
Special
Notice
Filling
of this position is subject to funding availability and the initial
appointment will be for a period of one year. Extension of the
appointment is subject to extension of the mandate and/or the
availability of funds. Staff members are subject to the authority of
the Secretary- General and to assignment by him or her. In this
context, all staff are expected to move periodically to new functions
in their careers in accordance with established rules and procedures
.
