REPORTS TO: Head of Finance & Administration
DUTY STATION: Nairobi
JOB SUMMARY
Under the supervision of the Head of Finance & Administration, the Information Communication & Technology (ICT) Officer will be in charge of planning and providing ICT support to TI Kenya staff members and incorporating ICT in programming. The Officer will ensure that the services are delivered in an effective and efficient manner for maximum access to and implementation of technology services and resources within TI-Kenya.
DUTIES AND RESPONSIBILITIES
IT Strategy Development
- Support
	the development and drafting of TOR’s for TI Kenya ICT Steering
	Committee
 - Assist
	in the development of an ICT Strategy for TI Kenya mapped into its
	current and/or 2012 to 2017 Strategy & to TI S strategy
 - Formulate
	and implement an ICT policy in consultation with F& A Manager
 - Assist
	in development of IT action plans pegged to TI Kenya’s current
	and/or 2012 to 2017 Strategy
 - Assist
	in development of an interactive web based platform for TI Kenya’s
	activity
 
- Support
	the development of TIK Intranet
 - Develop
	capacity of TI Kenya to use social and emerging media for advocacy
	and communications work
 - Troubleshoot
	and diagnose system errors and implement solutions or liaise with
	specialists for problem resolution
 - Monitor
	hardware utilization and performance on an oh going basis an
	identify procurement needs, in consultation with the Procurement
	Officer
 - Assist
	in the development of a back-up system and BCP(business continuity
	planning)
 - Schedule
	and implement quarterly software and hardware maintenance and review
	of TI Kenya’s IT/IS needs; also to include co-coordinating repairs
	in response to hardware failures
 - Implement
	an approved system security procedures, maintain and update existing
	network configuration records, provide access to authorized users
	and conduct periodic tests to confirm compliance
 - Assist
	the procurement officer in maintaining the equipment portion of the
	Fixed Assets Register (in terms of acquisition, maintenance and
	disposal)
 - Maintain
	the LAN that includes network cabling, routers, switches, video
	conferencing, data and voice communication lines & WAN for the
	TI Kenya offices in Nairobi, Eldoret and Mombasa
 - Maintain
	TI Kenya’s website and enhance security of the WAN & LAN
 - Assist
	in maintenance of Digital PABX systems, Fax machines, installs
	telephone lines and IP Phones
 - Database
	development and management
 - Assist
	in the Development and maintenance of the TI-Kenya resource centre’s
	catalogue
 - Assist
	in Classification and indexing of all information resources received
	at the TI-Kenya resource centre
 - Accessioning
	of incoming information resources and provision of reprographic
	services
 - Ensure
	‘e-dissemination’ of ‘Adili’ and any other TI Kenya
	publication
 
- Ensures
	users are adequately trained on the optimal use of TI Kenya IT
	infrastructure
 - Provides
	hands on support to staff where needed for designated network
	problems that have been reported. Ensures timely and regular
	feedback is provided to staff during the problem resolution cycle
	and provides interim solutions as needed.
 - Ensures
	an up to date documentation of network and telephony equipment
	maintenance, software upgrades, system configurations and inventory
	of all networking equipment, cabling and applications. Provides
	regular documentation and inventory updates to the Finance &
	Procurement Officer.
 - Analyses
	the network and telephony systems capabilities to meet the TI Kenya
	current and anticipated requirements and recommends configurations
	to meet operational demand. Participates in the preparation and
	analysis of technical requirements for all network related projects.
	Researches and recommends on emerging network technologies to meet
	the needs of TI Kenya
 - Any
	other duty that may be assigned from time to time by the supervisor
 
- Degree
	in Computer Science, Information technology or related field
 - At
	least 2-4 years in ICT experience
 - Qualification,
	experience and broad knowledge of WAN, databases and other ICT
	applications
 - Fluent
	English (written and oral) required
 - Knowledge
	in Library Science and added advantage
 
- Ability
	to work independently
 - Trouble
	shooting and fault diagnosis skills
 -  Basic
	repairs and maintenance
 - User
	training skills & support
 - Analytical
	and reporting skills
 - Good
	team player
 - Excellent
	writing and verbal communication skills both in English and Swahili.
 - Highly
	organized, detail oriented, able to prioritize and consistently
	produce high standard work.
