The Water Resources Manager position is a residential position based in Tullow oil head office in Nairobi, Kenya reporting to the Tullow Kenya Business Unit Operations Manager and is responsible for planning, organizing, and overseeing the company’s water resources management plan. The position is responsible for planning, coordinating, and assisting in leading projects to develop policy recommendations on complex water resources management issues.
The Manager will be responsible for implementing improved monitoring and analysis methods and for preparing and presenting reports of findings and recommendations. This will include developing strategies, policies and programs to enhance groundwater resource opportunities and project implementation. Responsible for managing and integrating a wide variety of functions and programs, and for identifying and planning for future water resource activities for Field Operations water requirements which includes but is not limited to sustainable water supply for oilfield camps, general isolated community water points and oil & gas drilling operations.
The Water Resources Manager will be experienced in water resource planning, be a strong administrator and leader, and have excellent communication skills, both written and spoken. The ideal candidate will be innovative and creative in planning, developing, and implementing programs and working collaboratively with other public and private entities. One of the main goals is to search out Kenya surface water sources, and interact with or without Kenya national support, in finding out what is available and work with the Government of kenya (GoK) as well as the Turkana County Government (TCG) to sort out our needs if no groundwater is found nearby. The Water Resources Manager will provide, where applicable, professional engineering input in the investigation, planning, design and construction of structures, including improvements for groundwater wells and water production, storage and distribution facilities, as well as providing coordination and direction to technical engineering staff. He/she will assume varying degrees of responsibility for the engineering requirements of water system operations, pipeline distribution systems, groundwater wells, pump stations and treatment facilities. In addition the position will be responsible for the management of activities associated with all water activities including but not limited to water well drilling, completion, installation of water support and delivery systems. The role contributes to business unit success by ensuring that all Field Operations based Water activities which support day-to-day exploration and appraisal operations, as well as early development planning, are integrated and managed in an efficient and timely manner.Key to this role is interfacing between the various functions within the Kenyan Business Unit as well as the hydrogeology team based in Tullow’s head office in London

Responsibilities /Key Objectives:
  • Experience in hydrogeology, well operation and design is highly desirable
  • Professional engineering experience in water system planning, design and construction, including evaluating groundwater wells.
  • Planning, design, construction and rehabilitation of groundwater wells and production facilities
  • Developing water distribution and/or treatment systems and facilities
  • Supervise all field based Water Systems activities in support of exploration and appraisal
  • Ensure that operational planning takes account of non-technical above ground risks, trends and events that may negatively affect Tullow Kenya’s ability to execute the agreed (or proposed) work programme.
  • Ensure adequate minimum / maximum equipment and spares onsite at all times
  • Develop, maintain and follow maintenance schedule for all water management systems equipment and spares
  • Provide overall supervision of HSE across all field activities, but some interface with water rig-based activities are to be addressed with this position.
  • Ensure that all water management systems and produced water disposal are installed and operational, taking the experience and lessons learned from other operations and industry best practices into consideration
  • When requested, provide Operations assistance and input to the development project planning.This includes assistance with site surveys, layout planning and infrastructure planning for future operations
  • When requested, Provide Operational Water support and input into detailed design of current and future developments
  • Provide supervision and operational assistance of early works for water management for community and operations and development projects such as early construction of infrastructure
  • Provide operability advice for the development designs, and operations planning as required
Leadership & General Management
  • Provide operational leadership for supporting functions based at site.
  • Build local capacity through mentoring and coaching activities.
  • Develop and maintain strong team work with the Operations teams as well as other functional teams such as Civils, EHS, Asset Protection and Social Performance.
Experience and Education:
  • A Bachelor's Degree in (ideally in Chartered) Civil Engineering or a related field.
  • Extensive experience, of which ideally some time has been spent in remote desert locations, with a combination of operational and business assignments with focus in a supervisory and management role
  • Strong track record in building successful relationships and securing alignment between multiple stakeholders.
  • Experience in relationship management, negotiations, and conflict resolution.
  • Solid understanding of international best practice/standards in this area.
  • A Supervisor responsible for the achievement of delegated objectives through the organization and leadership of a team.
  • Experience of supervising a multidisciplinary and multicultural workforce in a remote location
  • Effective communication and organization skills. Commitment to safety and permanent improvement
  • Good understanding from a technical and operational aspect of water drilling rigs and water well completions
