 Org. Setting and Reporting

The United Nations Office at Nairobi (UNON) is the UN headquarters in Africa and the representative office of the Secretary-General. We support programme implementation of the
United Nations Environment Programme (UNEP) and the UN Human Settlements Programme (UNHABITAT) globally, as well as other UN offices in Kenya, by providing  administrative, conference and information services (www.unon.org). This post is located at
UNON, Budget and Financial Management Service (BFMS) and is under the direct supervision of the Chief of Accounts Section.




Responsibilities

Within delegated authority, the incumbent will perform the following functions: 1. Maintain and validate various operations with respect to fund accounting, resolution of queries from staff, other UN units, and prepare financial statements and bank reconciliation statements for UNON, UNEP and UN-Habitat. 2. Manage a complete financial operation, encompassing a wide variety of funding sources, a large volume of transactions, and extensive dispersed activities. 3. Approve/confirm that proposed obligations or expenditure for services, facilities, supplies and equipment expenses and those pertaining to personnel are in accordance with the Financial Regulations and Rules of the UN, relevant appropriations and staffing tables and corresponding approved allotments. 4.  Analyze accounts, review/prepare regular financial reports; Propose/implement solutions with respect to problem transactions and irregularities. 5. Ensure that accurate and complete accounting, reporting and internal control systems are functioning and that all relevant records are maintained. 6. Prepare or consolidate financial statements for inclusion in the UN Audited Financial Statements to be audited; Respond to internal and external audit observations; Review the financial statements of other entities for which the Controller has certification authority. 7. Produce major/complex financial reports for management. 8. Provide substantive support to the development and implementation of new accounting systems; Take initiative to improve accounting processes and approaches. 9. Provide data for the preparation of year-end performance reports. 10. Guide, train and supervise general service and professional staff in the unit. 11. Perform other duties as may be assigned.

Education 

Advanced university degree (Master's degree or equivalent) in business administration,
finance, accounting or related field.A first university degree with a combination of two years professional and academic qualifications may be accepted in lieu of the advanced degree. Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is desirable.
 

Work Experience

A minimum of seven years of progressively responsible professional experience in  administration, finance, accounting, human resources management or related field.  Experience of International Public Sector Accounting Standards (IPSAS) is required; Participation in preparation for or implementation of an ERP is an added advantage. 

Languages 

English and French are the working languages of the United Nations Secretariat. For this position fluency in oral and written English is required. Working knowledge of another UN language is desirable.

Evaluation of qualified candidates may include an assessment exercise which will be followed by competency-based interview.

EABL comprises four business units: KBL, UDV, EAML, CGI and UBL. KBL is further categorized into Demand and Supply. The Supply business is involved in production of beer and spirits. The Demand business is involved in marketing and pushing the product to consumers.
This role is located within Group Commercial business. The company is structured on regional basis with purchasing sections, which have been delegated limited authority to manage their supplies and suppliers. Major procurement decisions and plans, procedures and practices are dealt with at corporate center.
Procurement ensures that;
•Goods / services purchased meet EABL requirements on quality, service and Corporate Citizenship;
•Purchasing processes / procedures comply with Diageo standards; and
•Purchasing is done to add value to Diageo – through improved cost efficiency, greater effectiveness of inputs (e.g. media) or innovation.
The incumbent works closely with the Procurement Manager, Head of Procurement Kenya, Procurement Director, MRO Asset care Engineers, MRO asset care planners, Engineering stores team and MRO buyers
Purpose of the role:
  • Define Procurement Strategy MRO category.
  • Lead Cross functional teams for both Sourcing and supplier management.
Market Complexity: The Global economy is facing a world crisis on Food leading to inflation on all commodities. As a result EABL is faced with an unprecedented inflation of all key ingredients and services. Besides, the local economy is fraught with myriad of economic problems and high level of corruption.

The supply market is complex and volatile due to liberalization, monopoly in some of the products we purchase and entrance of competition for some materials we are buying. The company imports about 50% of its total requirements. Most of the suppliers have very low capabilities. The range of goods and services we procure covers a broad range – Capital Equipment, new IS systems, packaging and raw materials, POS material, Sponsorship of events, mobile phones, air travel and catering services, utilities and chemicals
Although the “procure to pay process” is supported by SAP, it is still not optimum and needs improvement. This calls for a step change towards effective proactive procurement strategies for sourcing, introduction of modern and best practice of Supplier management for amazing supplier relationships in order to afford the company an upper hand in competition.
