Job description
The purpose of this project is to strengthen the capacity of the Attorney General's Office and the Kenya Law Reform Commission with regard to drafting legislation required to implement the provisions of the new constitution of the Republic of Kenya.
The expert will work closely with the Office of the Attorney-General, the Kenya Law Reform Commission and the in-house drafters in both offices to harmonize existing laws with the new constitution and strengthen drafting capacity within Kenya.
In collaboration with the in-house drafters, the expert will be expected to undertake:

amendments to existing laws in order to harmonize laws with the new

- Undertake
assessment of drafting capacity within the Attorney General’s
Office, the Law Reform Commission and other relevant agencies and
make recommendations for long term sustainable measures to address
gaps
- Develop
and implement training and mentoring programme for drafters in AGO
and LRC and other relevant agencies
- Advise
Government Ministries and departments on legislative and other legal
matters within their area of expertise
- Assist
in research on technical matters that need further investigation
Outputs (Deliverables)
- Laws
and regulations necessary to comply with the constitution and
international obligations drafted;
- Staff
of the Attorney General’s Office, Law Reform Commission and other
relevant agencies trained in legislative drafting;
- Government
Ministries and Departments better advised with regard to legislation
in specialised fields.

Desired Skills and Experience
The expert should have:
- At
least 15 years’ experience in legislative drafting acquired within
commonwealth jurisdictions, particularly in constitutional matters.
- Experience
in providing professional advice concerning legislative drafting on
constitutional, human rights or other public law issues, at senior
level.
- Experience
in development and delivery of capacity building programmes and
mentoring in the field of legislative drafting.
- Strong
communication, writing and IT skills.
- Ability
to establish priorities, and to plan, coordinate and monitor own
work.
- Good
inter-personal skills, ability to work in a consultative and
collaborative manner.
- Ability
to establish and maintain effective partnerships and working
relationships in a political environment.
- Demonstrate
leadership in drafting matter

Capital Expenditure for projects ensuring that they are within

- A
Degree in Building Economics / Civil Engineering / Quantity Survey
- At
least 5 years experience in general property management.

- Receive,
assess and analyse repairs requested by internal customers and
decide on whether it is economical to carry out the repair and if so
propose the best repair method.
- Prepare
bills of quantities for new and refurbished branches to include
intruder alarm, CCTV, internal and fascia signage.
- Prepare
bills of quantities for ATM sites to include electrical, structured
cabling and intruder alarm works.
- To
oversee access control systems in the Bank, all aspects of design
and tendering for new installations and maintenance of existing

repair specifications, select suitable contractors to carry out the

- Inspect
repairs/new installation works and ensure that they are up to date

- Assess
and analyse repair and breakdown costs and recommend for equipment
upgrading or replacement.
- Prepare
bills of quantities and tender specification as may be required in
relation to constructions.
- Maintain
proper operation of all electrical works and breakdown records
- Verify
and forward job cards and invoices to Finance for payment
- Prepare
reports on various inspections
- Carry
out regular inspections to improve ventilations in the bank premises
- Develop
briefs for constructions/alterations and refurbishment works on
bank’s premises
- Provide
building/support services to other branches/head office departments
and supervise
- Ensure
that up-to-date records are maintained for premises and equipments.
- Ensure
health and safety regulations are followed as stipulated by Law.
- Financial
appraisal of projects on electrical lines and advise on post project
queries
- Prepare
of interim Valuation Reports

The incumbent will be required to possess the following qualifications, attributes and skills:
- Qualifications
in any of these fields: Diploma in Electrical Engineering/Mechanical
Engineering.
- At
least 5 years experience in general property management.

- In-depth
knowledge of building construction
- Knowledge
of Health and Safety regulations as stipulated in the Law.
- Good
