Job description
The purpose of this project is to strengthen the capacity of the Attorney General's Office and the Kenya Law Reform Commission with regard to drafting legislation required to implement the provisions of the new constitution of the Republic of Kenya.
The expert will work closely with the Office of the Attorney-General, the Kenya Law Reform Commission and the in-house drafters in both offices to harmonize existing laws with the new constitution and strengthen drafting capacity within Kenya. 
In collaboration with the in-house drafters, the expert will be expected to undertake:
  • Draft amendments to existing laws in order to harmonize laws with the new constitution
  • Undertake assessment of drafting capacity within the Attorney General’s Office, the Law Reform Commission and other relevant agencies and make recommendations for long term sustainable measures to address gaps
  • Develop and implement training and mentoring programme for drafters in AGO and LRC and other relevant agencies
  • Advise Government Ministries and departments on legislative and other legal matters within their area of expertise
  • Assist in research on technical matters that need further investigation
The expert will be based in Nairobi but may be required to travel to other towns for purposes of briefing government officials and participating in stakeholder consultative fora on the legislation being developed or to conduct training of local government drafters.
Outputs (Deliverables)
  • Laws and regulations necessary to comply with the constitution and international obligations drafted;
  • Staff of the Attorney General’s Office, Law Reform Commission and other relevant agencies trained in legislative drafting;
  • Government Ministries and Departments better advised with regard to legislation in specialised fields.
Transfer of Expertise
The Commonwealth Secretariat attaches particular importance to transfer of expertise and knowledge to counterparts. Experts appointed will be expected to share their skills and experience with staff of the Attorney General’s Office and Kenya Law Reform Commission.  
Desired Skills and Experience
The expert should have:

  • At least 15 years’ experience in legislative drafting acquired within commonwealth jurisdictions, particularly in constitutional matters.
  • Experience in providing professional advice concerning legislative drafting on constitutional, human rights or other public law issues, at senior level.
  • Experience in development and delivery of capacity building programmes and mentoring in the field of legislative drafting.
  • Strong communication, writing and IT skills.
  • Ability to establish priorities, and to plan, coordinate and monitor own work.
  • Good inter-personal skills, ability to work in a consultative and collaborative manner.
  • Ability to establish and maintain effective partnerships and working relationships in a political environment.

Projects Manager
The successful person will head the Projects unit reporting to the Head Property & Supplies Management Department.
Job Summary:
The role holder will prepare bills of quantities for the bank’s projects and advise the department on the cost estimates for the designed projects for the Bank.  
Main Duties:
  • Make budgetary recommendations for construction, refurbishment or leasing of premises
  • Develop cost estimates for the upcoming bank  projects
  • Prepare contractual documents for the various projects as guided by the Architects and Quantity Surveyors Act (Chapter 525).
  • Manage tender specifications
  • Prepare blank bills of quantities for tendering which will be given to the contractors for tenders
  • Prepare analysis of the tenders after opening of the tender documents i.e. for the projects which are handled in house where no external Quantity Surveyor is involved.
  • Review bills of quantities prepared by the consultants for projects which are being supervised by external consultants to ensure they are cost effective for the bank
  • Carry out financial appraisal of projects on regular 
  • Advise on post project financial queries
  • Prepare valuation reports for projects
  • Carry out site re-measurements to reconfirm the actual financial positions for a project 
  • Control Capital Expenditure for projects ensuring that they are within agreed budget
  • Develop renovation costs
  • Develop annual and half yearly capital budgets in respect to construction projects
Job specification: 
The incumbent will be required to possess the following qualifications, attributes and skills:
  • A Degree in Building Economics / Civil Engineering / Quantity Survey
  • At least 5 years experience in general property management.
  • Prior experience in construction/project management
  • Knowledge of Health and Safety regulations as stipulated in the Law.

Main Duties:
  • Receive, assess and analyse repairs requested by internal customers and decide on whether it is economical to carry out the repair and if so propose the best repair method.
  • Prepare bills of quantities for new and refurbished branches to include intruder alarm, CCTV, internal and fascia signage.

Desired Skills and Experience
What we require from a candidate:
  • All candidates must be Kenyan National
  • Candidates from any county in Kenya are eligible to apply
  • All candidates must also be currently unemployed graduates
  • Candidates must possess a bachelor of Computer Science, related degree with Data Warehousing,Economics or a  Business related degree with Financial Accounting.
  • Candidates should have graduated within the last 3 years with a GPA not less than 3.00 (upper 2nd or 1st class honors)
  • All candidates must have a keen interest in starting an SAP-related career involving travel
  • The course will be delivered in English so a good grasp of both written and spoken English is essential
  • Candidates must possess good problem solving capabilities, presentation skills and a general understanding of Microsoft Office
  • Availability from 8am – 6pm from Monday to Friday throughout the training period is required. The course will run for 8-12 weeks in Nairobi and trainees should have their own means of transport to attend the training
  • Trainees should have access to their own lodging/accommodation during the training period
What is the selection process?
Applicants who meet the set criteria outlined above will be sent an e-mail to complete three online assessments:
  • The first will test your analytical, quantitative, verbal, language and MS Office abilities
