The
United Nations Environment Programme (UNEP) is the leading global
environmental authority that sets the global environmental agenda,
promotes the coherent implementation of
the environmental
dimension of sustainable development within the United Nations
system and serves as an authoritative advocate for the global
environment. UNEP implements
legislative mandates of the United
Nations Environment Assembly and the United Nations General
Assembly, ensuring coherent delivery of its programme of work. Its
mandate
includes coordinating the development of environmental
policy consensus by keeping the global environment under review and
bringing emerging issues to the attention of the
governments and
the international community for action. This position is located at
UNEP Headquarters in Nairobi, Kenya, in the Regional Support Office
(RSO), which reports to the UNEP Deputy Executive Director. Under
the direct supervision of the Director of RSO, the incumbent will be
responsible for the following:
The
Programme Officer will be responsible for the following duties:
1.
Assists the Director of the Regional Support Office (RSO) in the
implementation of the Office’s work plan in support of the Deputy
Executive Director, and UNEP regional offices.
2. Participates in
the development, implementation and evaluation of assigned
programmes/projects, etc.; monitors and analyzes programme/project
development and implementation; reviews relevant documents and
reports; identifies problems and issues to be addressed and proposes
corrective actions; liaises with relevant parties; identifies and
tracks follow-up actions.
3. Performs consulting assignments, in
collaboration with the client, by planning facilitating workshops,
through other interactive sessions and assisting in developing the
action plan the client will use to manage the change.
Researches,
analyzes and presents information gathered from diverse sources.
4.
Assists in policy development, including the review and analysis of
issues and trends, preparation of impact evaluation or equivalent
studies, etc.
5. Prepares various written outputs, e.g. draft
background papers, analysis, sections of reports and studies, inputs
to publications, etc.
6. Provides substantive support to
consultative and other meetings, conferences, etc., to include
proposing agenda topics, identifying participants, preparation of
documents and presentations, etc.
7. Undertakes outreach
activities; conducts training workshops, seminars, etc.; makes
presentations on assigned topics/activities.
8. Coordinates
activities related to budget and funding (programme/project
preparation and submissions, progress reports, financial statements,
etc.) and prepares related documents/reports (pledging, work
programme, budget, etc.).
9. Performs other duties as required.
Professionalism:
Knowledge and understanding of theories, concepts and approaches
relevant to environmental sustainability, and programme planning and
implementation. Proven ability in policy developments related to
sustainable development and the post-2015 agenda. Proven ability to
communicate clearly links between the Organization’s strategy and
the goals of the Regional Support Office and UNEP regional offices.
Conceptual analytical and evaluative skills to conduct independent
research and analysis, including familiarity with and experience in
the use of various research sources, including electronic sources on
the internet, intranet and other databases. Takes responsibility for
incorporating gender perspectives and ensuring the equal
participation of women and men in all areas of work.
Communication:
Speaks and writes clearly and effectively; listens to others,
correctly interprets messages from others and responds
appropriately; asks questions to clarify, and exhibits interest in
having two-way communication; tailors language, tone, style and
format to match audience; demonstrates openness in sharing
information and keeping people informed.
Teamwork: Works
collaboratively with colleagues to achieve organizational goals;
solicits input by genuinely valuing others’ ideas and expertise;
is willing to learn from others; places team agenda before personal
agenda.
Planning and Organizing: Develops clear goals that are
consistent with agreed strategies; identifies priority activities
and assignments; adjusts priorities as required; allocates
appropriate amount of time and resources for completing work;
foresees risks and allows for contingencies when planning; monitors
and adjusts plans and actions as necessary; uses time efficiently.
Advanced
university degree (Master’s degree or equivalent) in international
relations, environmental policy/science, business administration,
project planning and management, or related disciplines. A
first-level university degree in combination with qualifying
experience may be accepted in lieu of the advanced university
degree.
A
minimum of five years (5) of progressively responsible experience in
inter-governmental and inter-agency activities related to
sustainable development, programme planning or related area at the
international and or regional level. Qualifying years of experience
are calculated following the receipt of the first level university
degree recognized by the United Nations.
English
and French are the working languages of the United Nations
Secretariat. For the advertised post, fluency in oral and
written English is required. Knowledge of other UN official
languages is an advantage.

Qualifications:
