Background/Summary:
In
the newest country in the world, CRS’ South Sudan program operates
in a complex and dynamic environment of natural and man-made
emergencies. Hundreds of thousands of people throughout the country
each year are impacted by devastating losses of crops, shelter, and
livelihoods. Violent conflicts force tens of thousands of households
into a state of internal displacement every year
CRS’
Emergency Preparedness & Response program provides support to
emergency affected populations, with funding from CRS private funds,
the UN Common Humanitarian Fund, Caritas Internationalis (CI) member
organizations and the U.S. Office of Foreign Disaster Assistance
(OFDA). Presently, CRS is responding to significant emergencies in
parts of Jonglei State and the Abyei region. It is expected that
these areas and others, particularly along the Sudan-South Sudan
border, will continue to experience emergencies in the near future.
CRS intends to substantially increase its response to these threats.
CRS coordinates
emergency response activities with the seven Catholic dioceses in
South Sudan and CI member organizations, often working through the
newly established Caritas South Sudan (CSS). Responses are
implemented both directly by CRS and through partners. After the
emergency has passed, CRS’ Emergency Response team coordinates with
other sectors (WASH, Health, Education, and Livelihoods) to design
early recovery projects that will help re-build communities. CRS
actively participates in the Non-Food Item and Emergency Shelter
(NFI-ES) Cluster and coordinates emergency response activities with
the local government to ensure the appropriate beneficiaries are
reached and that emergency response activities are consistent with
the government’s policies and practices.
CRS has played a
facilitating role in the CI Emergency Appeal EA 19/2012. The aim of
this Emergency Appeal (EA) is to build the capacity of the newly
established Caritas South Sudan national and diocesan offices to
provide access to basic needs such as water, food, shelter, health
and education for the most vulnerable communities and households
across South Sudan. Going forward, CSS will manage Appeals on their
own, but CRS will need to respond and support CSS in implementation
of certain projects, especially those related to emergencies.
Emergency Response
is one of the Agency’s newly identified Strategic Programming Areas
(SPA) and one of CRS South Sudan’s priority programming sectors.
Given its projected emergency profile, the South Sudan Country
Program is expected to receive a great deal of attention and
resources to ensure it stands out as one of the premier responders to
emergencies in country. This coupled with the current atmosphere of
nation-building offers staff an excellent environment for learning
and career advancement.
Program
Goals:
To provide timely
and appropriate assistance in the short-term, providing emergency
food, temporary shelter materials, and essential household and
hygiene items through either market-based approaches or direct
distributions, depending on the context
To ensure that the
emergency-affected individuals are provided with resources to
recover from emergencies in the medium-term
Responsibilities:
Program
Management:
Lead and manage CRS
South Sudan’s Emergency Response program in close collaboration
with the CRS South Sudan senior management team, (HOP, M&E
Coordinator, Business Development Manager, sectoral Program heads,
DFAP COP) to facilitate effective program management of emergencies.
Keep abreast of
emergency needs and mobilize support and resources through frequent
communication with stakeholders such as diocesan partners and the UN
cluster.
With the SMT, and
based on a needs assessment, develop and implement a staffing and
recruitment plan for an increased Emergency Response team
Prepare concept
papers and grant proposals, working closely with program staff,
resource agencies, partners and communities to conduct needs
assessments, project design etc.
Develop strategies
for mid-term resiliency programs in South Sudan.
Ensure program
quality through development and implementation of monthly or
quarterly emergency project reviews, comprehensive M&E systems
and partner capacity enhancement.
Closely manage
Emergency Program budgets and ensure spending is consistent with
resources available. With the finance department, ensure budget
holders are trained on budget management and meet CRS budgetary
cycle deadlines.
Prepare, or assist
staff to prepare, regular program and financial reports for CRS,
donors and partners as required, including updates for the regional
sitrep on South Sudan Crisis Management.
Enhance CRS and
partner capacity in needs assessment, program planning, market-based
emergency response approaches and monitoring.
Ensure program
compliance with all CRS and donor requirements.
Support Program
Managers/Officers and M&E officer to effectively implement, and
strengthen M&E systems, following Propack III. Facilitate
Real-Time Evaluations. Promote project reviews and other learning
events.
Work with program
staff to promote CRS partnership principles and establish new
partnerships that will further CRS emergency programming in South
Sudan.
Staff
Management:
Supervise CRS
Emergency Program Officer in South Sudan who assists with response
activities, partner communication and partner management.
Collaborate with
heads of sector interventions in water and sanitation, livelihoods,
education, health, peacebuilding, and the DFAP.
Support staff
through close attention to staff care, mentoring, and development
and monitoring of CRS Performance Plans through coaching sessions
and appraisals.
Promote appropriate
staff behavior in the field and a Do no Harm approach for a better
understanding of local communities and the local working environment
Integrate security
management into program activities with particular attention to the
strategy of acceptance and compliance of staff with security
procedures
Representation:
Maintain and
strengthen contact with Donor Agencies, the UN cluster system, and
other NGOs to ensure that interventions are coordinated with those
of other agencies and meet local requirements.
Represent CRS and
share information regularly with local authorities, local partners,
the UN, other NGOs and other appropriate networks.
Support where
appropriate UN contingency planning.
Identify/negotiate
funding opportunities and pursue strategic partnerships for ongoing
emergency activities.

Qualifications:
Masters Degree in
related field or equivalent experience
Must have a minimum
of three years program management experience with an international
NGO in a similar capacity.
Experience in
emergencies and program planning and management.
Demonstrated
application of Emergency Standards.
Demonstrated
ability to work in partnership with local communities and NGOs as
appropriate.
Ability to
represent CRS at high level coordination meetings with donors, local
government, UN, and other international NGOs.
Demonstrated
leadership ability in strategic planning initiatives.
Proven ability to
develop proposals and write reports meeting donor requirements.
Excellent
analytical, management, communication and negotiation skills.
Must be able to
prioritize multiple work demands in high-stress environments and
work effectively and efficiently with minimal supervision.
Advanced computer
literacy and proficiency in Microsoft Office (MS Word, Excel, etc.).
Professional
proficiency in French and English.
Other
Requirements: Frequent
travel to project sites, at least 30% of time.
